I would assume so, you could place your author-users into the user group that "subscribes" to the notifications. It sounds like the intent of that extension is for site visitors to receive the updates but there's nothing to suggest the site admins or content creators couldn't.
However, why not use the Workflow feature, that would be more appropriate for the authors, editors, publishers and surely that would have some sort of notification concerning the publication of articles?
