To start over with a new installation of Joomla, use FTP or the file manager (such as in cPanel) to delete all the system files, and then drop (delete) the database from the database manager function in cPanel.
Then create new database, and upload the files from a new (full) installation package from downloads.joomla.org.
Then even on a dev version of the site, use a password manager to save your password - like LastPass or Roboform etc, or simply write down (on paper) the password you created.
