Do you have FTP access? That sounds like something you won't have until you get cPanel to create an FTP account or access the file manager to edit the Joomla system files (.htaccess or configuration.php)

If he has Super User access to Joomla's admin then he can easily have access to the files without ftp or Host's cp access. And can edit the files, and edit the database.

I am not going to say how in open post but if he wants to know how then I can email him (info at weblinksonline dot co dot uk).
