I checked that domain and according to https://www.malwarebytes.com/blog/detec ... dynsrv-com
The domain exdynsrv.com is an ad-rotator, meaning it redirects to sites that show advertisements, many of which are involved in tech support scams
That Javascript could be inserted in your website by a browser addon, or a 3rd party plugin (template, module or plugin).
Or your website has been hacked and the code has been added to your template or a tmpl output of a component.

Could you check it with another browser, also in incognito mode (hence not loading any browser add ons) ?
If the problem is still present, then it's something in your website.

You can prevent loading of dodgy scripts with a Content Security Policy (CSP).
Joomla 4 + 5 have an excellent core HTTP Headers plugin where you can configure the CSP: what CSS/JavaScript/Image/Font sources are allowed on your site. Everything else will be denied loading by the browser.
For Joomla 3 there is a backport available: https://extensions.joomla.org/extension/httpheader/
Thanks, HTTP Headers plugin worked, unwanted popups are not opening. When I try to install it on the other website, I get the following warning:
An error has occurred.
0 Class 'Joomla\CMS\Installer\InstallerScript' not found...
Naturally, Pop-up Ads continue to be a problem on the other site.
